Minor scratches on the rear window

Hello! My cousin bought a used Tesla 3 with around 10k miles on it. The car looks fine, with some minor visual tracks of usage. The only problem he has with it is the back window. It has some scratches on the glass, but we can't identify if those are inside or outside of it. Is there any way to fix this?
 
To me, it looks like the ex-owner was unlucky and someone with low skills washed his car until he scratched it. Or (and this would be a better case), check the wipers. Maybe they have debris on them. At least, he can avoid scratching them more.
